The bin men are refusing to take away our rubbish and our neighbours rubbish as apparently we have to use clear plastic bags now??? my neighbours are young medicine students with little time. Now we have a back log of rubbish in our back and the council are not helping at all

Are you households that are not able to have a wheelie bin ? If so ,then you do need to put rubbish in clear bags ,which they supply . But this has been the case for a long time and isn't new .

Clear plastic bags are for blocks of flats, and flats above shops without room to store wheelie bins of off the public pavement.
