Makes it easier for whole populations to accept abuse against other races. The differing prejudices against other nationalities is more akin to the recent fears of Polish/Lithuanian workers taking work from 'local people' and is a xenophobia that has always been around whenever and wherever a population feels threatened by an influx of foreigners.Yes I am probably being simplistic and unsophisticated but it is the dilution of real racial abuse and discrimination that concerns me with this 'take' on what a race is defined as and the prospect of a white european charging another white european with racism dismays me somewhat.
