plumber or electrician?

my Mira Go 8.5kw shower was never a power-shower. Something caused its electrical circuit to trip a few weeks ago. I reset it at the fuse box but the top temperature is now 37c (even removing the shower head) and as the external temperature goes down this winter, so will the incoming mains water temperature and the shower temperature. (The pressure is also rather weak - turning down the dial to get more pressure obviously makes it even cooler.) The manual says "no user adjustable parts inside" but would an electrician or plumber be able to increase the temperature? PS I need a kitchen mixer tap washer doing too, so I'm hoping the answer is "plumber".
