Because most countries in the world are corrupt and what we would think of as unfair. In that sense FIFA with its backhanders and pork barreling is a pretty accurate reflection of the world. It would be very surprising if whoever comes next made the organisation transparent and fair. The guy before Blatter was up on this kind of thing too.
