Radiator coming away from wall

Hello - am not sure what kind of tradesman I need. One of my radiators is coming away from the wall - the rawplugs appear to have worked loose. It's going to need to be rehung before it falls off - but do I get a plumber in or am I going to need a plasterer to sort out the wall first?? Any suggestions gratefully received!

  Presumably Social services or similar will turn up at the right house/flat and wonder why no keysafe. And then contact the contractor. Who will swear blind they went to the right house. Or something along these lines.
