Frozen tv screen

My tv screen appears to have frozen on the last programme when switched on and is emitting a loud buzzing noise. The words scart pal appear in the corner of the screen. Have tried all the obvious things, turning on and off, unplugging all the leads etc but no joy. Any ideas gratefully received!
