Pebbledashing help

Hello,

Our flat is pebbledashed (unfortunately) and is a small area that needs re-doing. This area is next to a water pipe and we worry about some of the water having greater access to the walls of our house.

I would like to get this fixed please - any ideas what kind of tradesman could help? And any recommendations please?
