Tasks needed to be prioritised, ie highways were done first. There was much work to be done in all the cemeteries and parks. The reason why Nunhead was done earlier is due to Remembrance Sunday and there are many war graves and memorials there.I have an enquiry lodged specifically about the path you are concerned with.
