There are other bin lorry operators roaming the area who collect refuse from private businesses. -

"This vehicle was not operated by the council and we are liaising with Helen Hayes MP and the police to find out who the operators are and how the crash occurred." If the vehicle was either "Council owned" or "Veolia owned" I would hope that they wouldn't need to rely on either Helen Hayes or the police to find out who the operators are!
