But if she's just singing, how would that be a welfare issue? I realise it's at unsocial hours, but if the noise team can't help I'm not sure how the police could?
Unless you could present it to the community police as a problem between neighbours, but she may not realise it IS a problem!
Someone above said she doesn't open the door. You could try putting a note through the door? Or perhaps a friendly card along the lines of "I'm sure you don't realise .... but ...."?
I don't want to be negative, and maybe I've misunderstood the purpose of CCTV, but if it's supposed to be to identify people I'm not sure how it would help if the attackers are masked, unless there are other identifying features?
