How an earth do you go about finding out who owns street railings? I would have thought Southwark Council/Highways Department?

Apparently not!!

I want to place a banner on some railings and need permission, has anyone else placed banners on railings and if so who did you go to?

Any help appreciated!

Property owners usually own the railings on the boundaries of their properties. So ones in front of domestic houses are owned by the house owners, while ones surrounding public parks and public open spaces probably owned by the Council.
