I live on the first floor of a house and share the garden with my downstairs neighbours. 
 

The only external tap is our neighbours. We need to install a solution for our garden hose. We think the best option is a new tap in our kitchen with an external pipe that runs down the side of the building to the ground where we can attach a hose. 
 

Any other ideas or anyone who can do this work greatly appreciated.

I'm new to this forum but saw this post and it resonated.  I also live in a first floor flat in Dulwich and recently had the same issue as I wanted to install an irrigation system in our garden but don't have my own outdoor tap.  I contacted Niko the Plumber who has been recommended a plethora of times on here.  He came out and advised that he could install a pipe running from underneath our kitchen sink and through the external brickwork of our kitchen and down to the garden.  He did all this very precisely, neatly and efficiently and we've had an irrigation system up and running perfectly for the last few months throughout our garden that runs twice a day.  I'd wholeheartedly recommend you get in touch with him to discuss and you can say that the "King of Underhill Road" recommended him!

    • Yes, they thanked me for pointing out the errors of their ways and agreed never to do it again.  Or maybe not.  There was also two scenes when I asked drivers to turn their engines off when sitting idling by Peckham Rye.  I wont recount the tale but they did not appreciate my request.  I've long since given up.  My experience was similar to Nigel Havers, "go forth and multiply". https://www.bbc.co.uk/sounds/play/p04qrnh6 I also used to fantasise about putting a potato in the exhaust.  Gone are the days when you could kill the occupants through carbon monoxide poisoning as the levels are relatively low.  Not oxides of nitrogen though.

    • I saw couple of people in hi-vis jackets, hard hats putting a ladder up against the sign on my way out early evening 9th October. On my way back I looked at the sign and (it took me a few seconds!) spotted the change.
