Campaign Update | 10 Sep

The Dulwich Village junction

Work continues on the £1.5 million Dulwich Village junction re-design, despite the lack of community support (see the Phase 3 Consultation Report here). We continue to impress on council officers that their plans show unacceptably poor access for emergency vehicles, and inadequate and badly positioned parking for Blue Badge holders. Further details, and how to object, can be found under ‘Dulwich Streets for People (notice dated 5 Sept 2024)’.

Southwark’s poor investment

The Department for Transport’s published data (updated last month) shows that Southwark’s huge investment in active travel – including millions spent on LTNs – has resulted in no significant change in either walking or cycling. In fact, walking and cycling for travel (rather than leisure) went down in 2023 compared with pre-Covid years. Maybe they need to re-think their strategy?

West Dulwich Action Group

The West Dulwich Action Group are taking legal action to fight Lambeth Council over the recently imposed LTN. Read more on their Facebook page, or help them reach their £30,000 target via GoFundMe.

Interesting reading. Agree with separating walking and cycling out. In my view, e- bikes cannot really be considered as active travel from a health perspective, especially if we discover kids are using Lime bikes to cover short distances they might have walked in the past.

Latest One Dulwich update - posting this on my own behalf and I have no link to One Dulwich, have no link or membership to any political party, not a member of the Dulwich Society, London Cycle Campaign or any pro- or anti-LTN lobby group. I am a cyclist (who has never worn lycra), I hate Trump, detest what has happened to the Labour party but I love Dulwich.

P.S. Unlike some on here I am also a resident of Dulwich living within an area benefiting from an LTN.

A huge thank you to everyone who wrote to Southwark’s Highways department about the dangerous lack of access for emergency vehicles through the junction. News reaches us that the London Ambulance Service has just received notification from Southwark that Court Lane will be reopened to emergency vehicles on Friday 24 January. We continue to ask for updates about the trial closure of Calton Avenue.

One Dulwich urges the government to change the law on LTNs

Working with campaign group Social and Environmental Justice, One Dulwich has brought together fifteen grassroots campaign groups from all over the country to call on the government to change the law on LTNs.

Together we have written to Secretary of State for Transport Heidi Alexander to urge the government to introduce a strict regulatory framework for both new and existing traffic management schemes, in order to ensure that local authorities do not disadvantage groups with protected characteristics, such as the disabled, and cannot implement or maintain schemes that do not have community support.

The Times published our joint letter and accompanying article on 14 January, and there were follow-up reports in the Standard and ITV News London.

Great news the groups across London are getting together. Hopefully a chance for more scrutiny and regulations instead of councils doing whatever they want, ignoring local communities.

You mean the local community that specifically voted for the two Labour councillors behind the LTN and rejected the two Tory candidates standing on a "we will rip out all the LTNs" manifesto?

The "groups" across London are the same shouty minority - it's amazing how the same individuals crop up in pics and online, a tiny group of obsessives who've been banging the same drum for 5 years, in spite of having lost numerous legal challenges and at every local election. Credit to them though for managing to place a near constant string of stories in the Times and Telegraph. Suppose it gives them something to do when they're not frantically trying to rig the results of every consultation going...

5.1 By the closing date of Friday 20 September 2024, a total of 10,972 representations had been received via the online engagement portal in response to the CPZ consultation.

5.2 Given that a statutory consultation such as this is open to anyone interested in those advertised proposals, Lambeth’s online engagement portal accepts multiple representations from individuals and organisations and also different individuals living within the same property address.

5.3 On closer inspection officers discovered that, during the week prior to the close of the statutory consultation, two separate individuals had submitted multiple identical responses connected to addresses from a particular street within the proposed CPZ boundary. A detailed review suggested that these multiple responses may have constituted a deliberate act to skew the results of the statutory consultation, and as a consequence, this data has been ‘cleaned’ to remove the ‘duplicate’ responses, leaving just one unique representation from each of these two respondents. 

The same thing was found in most of the LTN consultations, Lambeth got rid of about a third of the responses which had all originated over the course of 2 solid days from the same 2 or 3 IP addresses.

Fascinating how people who bang on endlessly about democracy are so keen to try and subvert it....

Hang on, we are talking about Southwark, yes? Do you have evidence this  alleged IP address fiddle in another borough also applies to the majority consultation result against the Dulwich Village CPZ, and historically, the majority against CPZ in East Dulwich? As we know, many LTNs have been imposed, with zero consultation.

I'd also add that many of these consultations are also open to skewing by LCC, who positively encourage members all over London to get actively involved  in consultations for areas they live miles away from.

This is a reply to ExDulwicher post. 

I mean the community where almost 70% of those taking part in two consultations (what a waste of paper and other resources btw) said 'no' to ltn.

How can local elections reflect this?

Impossible.

People have a thousand and one problems to solve: no money for food, for rent, exorbitant mortgage rates and train fares; broken NHS, broken dental help - this goes on and on and on etc.

These things will always come first.

One wonders if Lambeth have re-run this exercise on consultations that went in their favour......I doubt it somehow 😉

And probably also important to note that even when "cleaned" the result still went against Lambeth....

Rockets – it is a great loss to One Dulwich that you have no link with them, as you are so clearly a trendsetter when it comes to the LTN debate. A year or so ago you were posting about the Public Accounts Committee / National Travel Survey report a full month before a One Dulwich’s press release highlighting it. 

As a keen scholar of local politics, can you shed any light on the strange case of the disappearing Conservatives? Once leading local Conservatives were fronting anti-LTN organisations, but have now seemingly vanished into thin air, only popping up to ask LTN-related questions of the Council, which often echo the concerns raised by One Dulwich. You have such an impressive grasp of names when it comes to local figures who support the LTNs, forever name-checking them - do you know what has happened to the local Conservatives? Have you ever seen them connected with One Dulwich in any way? 

DulvilleRes...I declared my hand, maybe you should return the compliment....you seem to be trying to avoid playing yours...what vested interest do you have in this...come on it's only fair.....?

It’s been nearly 5 years since the change in road layout. The new square a looking great. I can’t believe more than a tiny handful of obsessives would want it ripped out and replaced with a Line of queuing traffic. Long past time to move on. 

…also, why are you not posting this in the LTN thread? You constantly creating multiple posts to discuss the LTN, and diverting every other topic into a discussion of the LTN, ruins the transport section.

Well there aren’t people posting regular updates from LCC on this forum. Would you disapprove if they were? At least the LCC are transparent. We know how they’re constituted, can see their accounts, who is on their executive, etc. no secrecy there.

What other organisations would you like to see promoting themselves and posting regular updates on this forum? Does it matter if they’re genuine organisations or just that they call themselves one?

I’m not, but don’t see why it’s any of your business. I’m not posting updates on behalf of an organisation (and particularly one that is not transparent about its leadership, funding and constitution).

Why do we have a specific thread for posting updates from a secretive group  campaigning against LTNs nationwide (which feels a lot like an astroturfing effort)? 

Is there a reason that whoever is behind these ‘groups’ can’t share their views like everyone else in the LTN thread?

What other organisations would you like to see promoting themselves and posting regular updates on this forum? Does it matter if they’re genuine organisations or just that they call themselves one?

The value of One Dulwich is that it is managing to articulate concerns of many local residents. As the council override consultation results it is quite useful to have a voice with a different perspective and which challenges the council and cycling lobby agenda.

I think One Dulwich reflects what locals think, rather than telling them what to think. At the end of the day, we all make our own minds up. I would add that sometimes LCC might as well post on here as messaging from certain posters is very similar.

Clearly One Dulwich are doing a great job as it is making some people so irate for exposing the lies and manipulation that have been part of this process from the council and their supporters.

When people start saying things like "it's been 5 years let's move on" you know some are afraid of scrutiny and accountability. They sound like a politician trying to bury a scandal.

Or maybe it’s just really time for you to move on. Literally no more than a handful of unhealthily obsessed individuals would have the square ripped out and replaced with a line of cars at this point.

I continue to be intrigued by your relationship with One Dulwich. You have consistently posted their press releases, and I've never seen any divergence of view between you and them. Could you point me to anywhere where this has happened? With your industrial level of independent posting on traffic issues, not to mention research, you really should think about setting up your own anti -LTN/ anti-Council campaign, maybe call it Uno Dulwich as a homage to that overlap in views.

I am a member of the Dulwich Society; I greatly look forward to reading their missives about open gardens so I can enjoy getting tea and a scone in someone else's posh backyard. The historical insights are great. No one who is remotely active in the society would have a clue as to who I am, and I couldn't tell you the names of anyone involved without looking them up. But that is the point - I can look them up, and form a view as to the kind of organisation it is - the view I have is they are a well-run and transparent community body. This is more than I can do for the opaque, unaccountable and politically active One Dulwich, who purport to be some kind of community voice, but there is no way of knowing who they are, who funds them or whether they are as widely supported as they claim. Nor does Dulwich Society post their press releases on these threads.

So was it ok to have the area (now known as the Dulwich Square) ripped out with no consultation nearly 5 years ago?

Well there were suggestions from others during the discussion on that thread that the Travel and Environment sub-committee gained a new chair some time ago and the DV councillors started attending the sub-committee but not any others. That sub-committee also gained a lot of new members and some suggested the sub-committee had been hijacked for political purposes and to push the DS to support the DV LTN.

In June I did some research from publically available and posted documents and found that the sub-committee chair was Laurie Johnston and I posted details of her roles as an active travel lobbyist. Someone appears to have then contacted admin of this forum to have her name removed as you can see below. You bleat on about transparency in One Dulwich but someone clearly doesn’t want any transparency within the Dulwich Society or at least details of the lobbying that has been done by said person. I would love to know who requested to have the name removed…..and why…..@dulvilleres do you know? Now why on earth would someone not want Laurie’s name mentioned in relation to her active travel lobbying efforts or her award from the LCC as Active Travel Campaigner….? I wonder…..

Maybe One Dulwich isn’t the only organisation you should be obsessing about the political influence within….

Wow...just read the SGM of 2021 and it is very interesting particularly where it says in bold: The Travel & Environment Sub-Committee does not make decisions on behalf of the Dulwich Society.

Was there some sort of takeover of the sub-committee by active travel lobbyists?

Very interesting to see that new chair was <name removed> who is:

  • Volunteer Chair of Southwark Living Streets
  • A member of Dulwich and Herne Hill Safer Routes to School
    • which cites partners as:
      • Dulwich Society
      • Living Streets
      • A seemingly now defunct group called Clean Air Parents Network - I wonder if this is any relation to Clean Air Dulwich?
  • who won London Cycling Campaign Campaigner Active Travel Campaigner Award:
    • LCC said: "<name removed> from Dulwich and Herne Hill Safe Routes to School was awarded active travel campaigner of the year for all the work she’s done, particularly around Our Healthy Streets Dulwich and the Streetspace measures that brought us Dulwich Square."
    • on accepting the award she said the below (I did read it and thought is Clean Air Dulwich a group - it seems to be more an anonymous online lobby group but very interested that she called them out specifically amongst actual groups.......:

Now we know the chair of the Dulwich Society Transport sub committee was also awarded London Cycling Campaign campaigner of the year- presumably for helping ensure Dulwich Sq, the 'LTN' and CPZ impositions happened. Wondering how many other pro LTN/CPZ/Dulwich Sq posters on here are members/ involved of the Dulwich Society transport sub committee?

    • OK, I have been extremely stupid. This is a long and sorry saga, so unless you are into schadenfreude,  or know about laptops and might actually be able to help, you probably need to stop reading here. I got a new laptop last May, with a 2 year guarantee from John Lewis (that was my first mistake, but the laptop met all my requirements at a very good price). I hate OneDrive, and I  had been using Carbonite for backing up files.  When I got the new laptop, the files from my old laptop which had been backed up on Carbonite were downloaded onto it. For tedious reasons originally related to problems with my old laptop, files and folders were duplicated all over the place. Sorting this out wasn't top of my priorities. In an attempt to at least keep new files,  and files edited since I bought the laptop, in one place and completely separate from all the old duplicated  files, I saved them all into folders  on the SSD. However, I didn't restart the Carbonite backup, because my intention was to sort out all the duplicate files first. About a fortnight ago, I bought an external hard drive. My intention was to copy everything on the new laptop onto it before I started deleting any of the duplicate files. I hadn't done that yet because I had to finish doing my accounts and then do my online tax return. So the copying was next on my To Do list. The inevitable happened. Out of the blue, my laptop went into complete meltdown. I was editing a spreadsheet and went into settings to turn the brightness up. I checked the brightness was ok on the spreadsheet, came out of settings, and suddenly everything went black. I did all the obvious things, then googled other possible fixes, including specific to my laptop model, but nothing worked. On starting the laptop, the Lenovo logo came up, the little white circle turned round, the red light for face recognition flashed, then zilch.  But clearly it wasn't a problem with the physical screen, as it displayed the logo. It wouldn't start in safe mode either. I thought I might either have accidentally changed some setting, or else it might be connected with a recent update  I couldn't try some of the tests suggested, eg removing RAM, because anything involving physically unscrewing my laptop would invalidate the guarantee  I am a member of Which Tech, so I contacted them. Obviously their hands were rather tied as they couldn't connect remotely to the laptop as there was no display. They said I couldn't have clicked on some other setting by mistake, as the display section only related to the display. They said they thought it was probably an issue with either the operating system or the mother board, or a component of them. They said it should be possible to identify the fault without losing my data. Given the involvement of John Lewis, I said I thought this was unlikely, as they had once told me to do an unnecessary factory reset on my old laptop and told me this wouldn't lose my data, which I had queried at the time,  and had to pay me compensation. So at this point I phoned John Lewis, to be told a repair would take "up to 28 working days" and no they wouldn't supply a replacement laptop during that time. I decided to take the laptop to John Lewis rather than have it collected, so their tech people could look at it first. So then the JL tech person said I must have clicked on  Bitlocker by mistake and locked myself out out of the laptop. I thought this was highly unlikely. Anyway, pursuing this line of thought did not help, and she was still unable to get into it by putting in the Bitlocker code. So then we had the data saving conversation. She said the company the laptop would go to was approved by Lenovo. She said they would do a factory reset first regardless. I said could they not try to identify the fault first. She said no. I said could I not request that they did. She said no. She said I could pay £150 for data retrieval, which could be done first. She said it would require removing the hard drive. She said if anybody else did this it would invalidate the guarantee. So. I have brought the laptop home to think things over. But I'm not willing to pay £150,  because the important files I can reconstruct by other means, and I have hard copies of most of them, it's just a time consuming pain. I have contacted Carbonite to see if they have any way of backing up the non backed up data even though I can't get into the laptop. If you have managed to reach the end of this post, congratulations 🤣 and do you have any bright ideas? I have typed all this on my mobile. It has taken a very very long time 🤣
    • I thought I saw some TW workmen there when it first happened last weekend but maybe it's too big for them to fix and they can't switch the mains off there without shutting all the businesses down.

    • Off the top of my head, there are notice boards in Sainsbury's and the library where small businesses can advertise, not to overlook the internet and forums such as this which these days is where very many go to first for small business information. I find it strange that you are mounting this crusade to allow small businesses the right to advertise in the Community noticeboards when there are so many alternatives these days. As I said before, the Community noticeboards are too small to accommodate commercial notices and would probably overwhelm and obscure the NFP notices. For info, during the week there is just as broad a mix passing by the NXR boards as the one by the station
