Metal Window Frames refurbishment

I have just moved into a 1960s flat with original Crittal windows in a bit of a state. Half of them don't open, the paint is all peeling off. I need someone experienced in adjusting and easing these kind of windows.

Any recommendations (or who to avoid!) would be helpful.
