I think it's probably both. Most people would not want to go to a pub in late evening and find it full of children. The pub would soon lose customers!

Good question. Does anyone know? It seems as though this would be essential to mitigate the impact of such a large development on the local community / infrastructure. I believe the new library at Grove Vale was achieved via a Section 106 agreement, and that was a much smaller development.

Pretty sure Rollflick has it right. Many of these streets have a CPZ already. This council and this cabinet member have form for reclaiming the streets from evil car owners. I suspect this is another thinly veiled land grab and the result will be less car parking and more new bin storage zones in what used to be the highway.
