Help with Gaming PC

Hi there - my teenage son purchased a Gaming PC that needed to be built so he purchased the components separately. He put it together and it doesn't work! We have zero computer knowledge but wondered if anyone could recommend someone who could help us troubleshoot? He thinks the motherboard needs to update but I really can't comment as I don't know about PCs. Any advice or if you know someone who could help it would be much appreciated.   Really you should report this to the police, even if they take no action there will be a record that someone has reported this person for potentially illegal activity. It may be the precursor to more serious abuse in the future.
