Could they offer fuel to a key worker so they can get to work / someone to do something for someone self-isolating / someone to get to their Covid booster or flu jab appointment? I completely ran out of fuel and the garage I visited (which was closed to vehicles filling up) allowed me to fill a jerry can on the basis that my car had "broken down" and was not outside my house, so calling AA / RAC didn't appear to be an option. The chap running the garage said that they were never actually meant to or allowed to run out completely given that emergency vehicles should always have somewhere to fill up. Makes sense. So if you've a jerry can, or can buy one at a garage that is otherwise closed you should still be able to get a few miles' worth to keep you going.
