A number of residents are considering an appeal because the parking situation on this stretch is already particularly difficult. Maybe the council can use these things as a cash cow. Ofcourse its not always possible but to just say cars have locks, well .... Homes with off-street parking cost more so clearly its considered desirable and hardly shocking someone took advantage of local policy. If you think people shouldn't be able to get dropped curbs in the local area due to parking pressure issues, then take it up with the council.
