Heating Solutions for Freezing Bathroom

Our bathroom is freezing!! Does anyone have experience of having underfloor heating installed without taking up the floor by accessing the underfloor cavity through the ground floor ceiling? We are also considering having a large radiator installed as the heated towel-rail isn't really cutting it. Grateful for any recommendations/expertise!

Have you tried the Victorian towel rail ? Mine gives off so much heat I have it turned down , it's like this one:

It's a lot of BTU unlike normal towel heaters . I got mine brand new on eBay for ?120. I can send you the seller details .
