As far as I can recall from doing a H & S course at work years ago is that flat doors should be fire doors. Communal areas be kept clear to enable evacuation, each flat and communal areas to have smoke detectors. On upper floors, the windows need to be opened as a fire escape route. When I had new windows fitted upstairs, the company informed me that all of them had to open outwards as this was new regulations.


Maybe someone on the EDF will have more information.
