Some times they say something about indoor and outdoor spaces. Sometimes conditions will refer to the plans but IIRC those aren't always downloadable. When I've emailed the council licensing team in the past, they have been very responsive. You're so right to try to contact them first but if they don't respond, what can you do? The wider concern is if they're not licensed and trying to 'get away with this' then that is a bit off. Jesus, I?d imagine all they?re trying to get away with is keeping their business alive at the hardest time in a generation. Firstly you have no idea if they?re licensed for the outdoor area or not, secondly, you have no idea if they?ve even seen the email or not. Would take 5 seconds to put your head in the door and have a conversation about it instead of causing trouble for them with the council. We British don't do much "face to face" stuff as it's seen to be not the thing we do.If they're allowed they're allowed if they aren't they aren't.
