Battery Recycling at Southwark Libraries inc Dulwich

I know its better to avoid battery usage at all but I noticed this on the Southwark council website, battery recycling collection points including one in Dulwich Library.

Are you allowed to put them in normal rubbish - ie is it actually forbidden?

It is often recommended on the packets to 'dispose of correctly' but until Damo started this thread I didn't know where to deposit them, good old Damo.
