"Commonplace" road closure at Calton Avenue

In June, Southwark installed temporary planters at the end of Carlton Avenue, blocking one of the busiest road in Dulwich

I am baffled as to the reason that the council would close a road and under which delegated authority a road can be closed.

I am not really up on the politics of it. Perhaps someone can enlighten me.

Its seems only about a year ago a huge amount of time was spent on street furniture at that junction.
