This weekend was extremely busy once again, with a significant number of unlicensed music events, block parties and gatherings. While it is perhaps understandable that there are frustrations about the months of COVID-19 restrictions we?ve all lived through, we can?t let all the good work and sacrifice be for nothing. These gatherings remain in breach of the COVID-19 restrictions, are illegal and dangerous.


?


I would like to thank the many people who have reported information about unlicensed music events to police over the past three nights. I urge communities to keep helping police by continuing to report this illegal activity. The public can report suspected events by dialling 101, by tweeting @MetCC or by calling Crimestoppers anonymously on 0800 555 111.


?


We had increased numbers of officers on duty over the weekend to respond quickly, including, as I said on Friday, enhanced police presence in areas where we know these events may take place.


?


Over the weekend officers attended numerous events to disperse hundreds of people, largely without confrontation. A number of dispersal zones were also put in place due to the significant disruption that was occurring, giving officers additional powers to direct those in attendance to leave the area and not return. In several locations police were able to prevent music systems being set up before large crowds gathered.


?


Those who committed criminal acts will be brought to justice. Four people have now been charged with offences linked to an unlicensed music event in Brixton on Wednesday 24 June and five others were also arrested and enquiries are continuing to identify and arrest others involved.

Elsewhere in London on Friday afternoon officers seized a firearm and a ?Rambo? knife and arrests were made in connection with both incidents. Five more people were also arrested that night at other unlicensed music events for a number of offences, including attacks on our officers.

I?d again ask for your assistance in helping us ensure there is a strong message coming from all of our communities, that attending these events is creating misery for many local people and as the seizure of these weapons demonstrates, they are not just dangerous due to COVID-19 but because some people are attending armed.

Dear all,

Over the past few days you may have seen coverage of a vehicle stop carried out by some of our officers in Maida Vale, W9. A short video of this activity was published on social media and has gained significant traction in mainstream media since.


?


Although we have not received a formal complaint from the occupants of the vehicle, yesterday we took the decision to record this incident as a public complaint. We also made a voluntary referral to the Independent Officer for Police Conduct.


?


The decision to refer to the IOPC has been taken due to the complaint being officially recorded, and the significant public interest in this matter.


?


Two reviews of the circumstances carried out by the Met?s Directorate of Professional Standards, including review of ?body worn video? from the officers, has not identified any police misconduct concerns. The IOPC has now launched an independent investigation into the incident and we welcome independent scrutiny of the facts.


?


The Commissioner this morning told the Home Affairs Select Committee that officers had visited the couple to apologise for the distress caused, and to advise them of the next steps.


?


We will keep you updated on the developments in this case as they happen.

Violence at protests


?


I am pleased to update you on progress made in a number of investigations launched on the back of violence which occurred at recent protests. On Saturday, 4 July another six people were arrested ? they have since been released under investigation as enquiries continue.


?


During the early hours of this morning officers arrested further five people on suspicion of violent disorder, one of those individuals was also arrested on suspicion of assaulting an emergency worker. These individuals remain in custody at this time.


?


Local Policing


?


In Lambeth and Southwark we continue to focus on violent crime and robbery hotspots, and on dealing with unlicensed music events and the concern these cause local communities. In our hotspot patrols officers are using data and intelligence to inform when and where they go, and seeking to prevent offences and identify and deter offenders. This will include the use of stop and search powers and in the last year over 1000 knives have been taken off the streets through stop and search helping to keep people safe. Alongside a range of other activities and partnership work with Lambeth and Southwark Councils has also helped reduce violent crime and robberies.

Our Community Engagement work continues with our local ward teams using Teams and Zoom with other forms of communication (including leaflet drops following specific operations) to keep people informed and respond to local issues and concerns. We also continue to be in daily contact with both Southwark and Lambeth Councils. As you will have read from previous messages about community involvement in stop and search training this continues and we have also arranged community input from our IAG members with our newest recruits who are keen to learn about the history of both borough?s and role of IAGs in working with the police.

Our officers also continue to be involved in often unsung ways to help local people through COVID. Thirteen arrests and ?15,000 cash seized in operation targeting drugs and violent crime in south London


Following a number of early morning raids yesterday, 10th June 2020,?13 males aged between 14 and 26-years-old, have been arrested on suspicion of a range of drugs offences including Conspiracy to Supply Class A Drugs, Supply of Class A Drugs and Possession with Intent to Supply Class A Drugs.


As of this morning 9 have been charged and remanded to court on for a number of offences.


The warrants took place at residential addresses predominately across Lambeth.


In addition to the arrests, around ?15,000 cash was seized as well as a quantity of class A and B drugs.


The warrants are the culmination of an eight-month, covert investigation into drug dealing, organised criminality and violent crime in the area, which was launched following crucial intelligence from the communities who live there.


A number of officers were involved in the operation, including the Violent Crime Taskforce (VCTF), Lambeth and Southwark local officers and Territorial Support Group (TSG).


Detective Superintendent John Harnwell, of the Met?s Violent Crime Taskforce, said: ?Tackling violent crime remains our top priority in London, and this is a fantastic example of the VCTF working in close partnership with local borough officers to dismantle organised criminality and those exploiting and coercing vulnerable people, often young children, to sell drugs.


?Even through this challenging pandemic, officers across the wider organisation have remained committed to suppressing violence, and as part of this, bringing those intent on peddling drugs to justice. We will continue to use every tool at our disposal to tackle these types of crimes head on.?


Commander Colin Wingrove, of Lambeth and Southwark said: ?The operation today aims to protect communities from the harm caused by drug related violence, safeguard vulnerable and young people, and bring those responsible to justice.


"Drug supply is responsible for a large proportion of violence we see across Lambeth and Southwark. We know that this, understandably, is of huge concern to local communities, who can feel threatened and intimidated.


"We will not tolerate this criminality which causes misery to many who live here. I hope the successes we have seen here today highlights our relentless efforts to drive down violence, drug-dealing and serious organised criminality, and reassures the community that we are absolutely committed to working with them and making the streets in which they live safer.?

Dear all,


I wanted to ensure you were aware of the latest on our preparations for the anticipated protests today. Last night we imposed conditions upon several groups intending to protest in London today, Saturday 13 June.


?


Numerous protest groups have advertised their intention to gather in central London on Saturday, 13 June 2020. They include, Black Lives Matter, right wing and left wing affiliated groups.


?


The Met?s primary position regarding any gatherings on Saturday, 13 June is that participation in those protests will be in breach of Regulation 7 Health Protection (Coronavirus, Restrictions) (England) Regulations 2020. The decision that has been taken to impose conditions under the Public Order Act 1986 does not mean that the protest is authorised by police.


?


For anyone that does decide to attend any protests, those protests will be subject to conditions that have been imposed in order to ensure the safety of the public, participants and officers. They represent a proportionate response to the threat that has been identified.

I have said previously that I absolutely understand why people want to make their voices heard however we want to keep communities safe. There are still government restrictions on meeting in groups of more than six and I?d again urge you to use your influence to persuade people from coming into central London to protest and find other ways to be heard.

The Met have been working hard to ensure those people who are coming to London to voice their concerns are kept safe. Unfortunately, we are also aware there are some who are distorting that message and we believe are intent on causing harm. Due to the information received, and our need to keep people safe, we are now implementing a section 60 (s.60) into the areas of protests.

We are also aware that there has been considerable commentary and concern raised about the damage to public memorials and key statues in last weekend?s London protests. We want to protect them from damage and we have worked closely with our partners who have boarded many up in order to do that.

Face coverings needed on public transport from Monday

It is also timely to remind you that from Monday the Government?s new guidance comes into place where if you travel on public transport, including taxis and private hire vehicles you must where a face covering. You?ll also see our officers complying with this, other than in exceptional operational situations.

I hope you are all well.?


The weekend was a significant one for many.?Sunday was the third anniversary since the devastating tragedy of the Grenfell Tower fire where we remembered those who died, their loved ones and those who survived the fire that night.


You will also have seen the coverage over the weekend of the protests in London, including scenes of violence.? By way of update, 113 arrests were made, including for violent disorder, assault on police, possession of an offensive weapon, possession of class A drugs and drunk and disorder. Our post event investigations will now be progressed so arrests are likely to rise. We have also arrested and charged a man who was pictured urinating on PC Keith Palmer?s memorial.


Changes to Covid-19 rules

Yesterday we saw several changes to government restrictions in managing the coronavirus outbreak.


Non-essential shops are opening for the first time since restrictions began, however with the 2m social distancing rules remaining shops have put in measures to help protect customers so you should expect the shopping experience to be different to pre-lock down.


Additional restrictions come into effect today on public transport, where wearing a face covering is now mandatory. Please keep each other safe by complying with this change and encouraging those you know to also do so.



Patrols in Southwark and Lambeth



This week as we continue to see more people out and about where shops are re-opening our patrols will continue to focus on hotspot and high footfall areas, tackling our priorities of robbery, violence, and knife crime. ?We continue to have visible daily patrols, engaging with local communities, and are also supported by our MSC officers, volunteering their time to keep Lambeth and Southwark safe. ?We also continue to work very closely with Lambeth and Southwark councils with our joint plans to reduce violent crime, provide a reassuring presence, respond to the things that matter most to local communities, ?and keep everyone safe.

A further 14 arrests in operation to target organised criminality and violence in south London.


Eight males and six females, aged between 22 and 56-years-old, have been arrested on suspicion of a range of drugs offences including: possession with intent to supply class A drugs, being concerned in the supply of class A drugs, possession of class B drugs, allowing premises to be used for supply of class A drugs, and theft and handling of stolen goods, following a number of early morning raids today, Wednesday 17 June, at residential addresses predominately across Lambeth, Croydon, and Bromley. In addition to the arrests, a quantity of class A drugs was also seized.


These arrests follow 18 previous arrests which were made last week as part of the same operation. The warrants are the culmination of an eight-month, covert investigation into drug dealing, organised criminality and violent crime in the area, which was launched following feedback from the communities who live there.


A number of officers were involved in the operation, including the Violent Crime Taskforce (VCTF), Lambeth and Southwark local officers and Territorial Support Group (TSG).

As I am sure you would have seen, the Prime Minister made an announcement yesterday afternoon regarding changes to a number of the current Coronavirus restrictions.


?


From 4 July the two metre rule is to be relaxed to ?one metre plus? where two metres is not possible, and people can meet one other household at a time indoors, subject to social distancing. One household can also stay overnight with another household.


The Prime Minister also announced that primary and secondary schools would return in full from September.


Numerous hospitality venues can reopen both indoors and outdoors from 4 July if safety measures are introduced. Those permitted to reopen include:


????????? Pubs and restaurants


????????? Hotels, bed and breakfasts, campsites and caravan parks


????????? Hair salons and barbers but with visors worn


????????? Playgrounds, museums, galleries, theme parks, outdoor gyms and arcades, libraries, social clubs and community centres


Not included are:


????????? Nightclubs, indoor soft play areas, bowling alleys, indoor gyms and nail bars.


????????? Spas, swimming pools and water parks.


Finally, it was announced shielding will end on Saturday, 1 August.?


These changes have implications for policing, particularly regarding the enforcement of social contact rules. We are working with Government to fully understand what this means. We also continue to work closely with Southwark and Lambeth councils. Our aim is to continue to encourage and support communities to comply with the regulations. We will continue to use our 4E approach of engaging, explaining, encouraging and only enforcing as a last resort.

Reading incident


The investigation into the horrific terrorist incident in Reading over the weekend continues. Our thoughts remain with the friends and families of those who were tragically killed. The incident is being treated as terrorism, but detectives are investigating all possible motives. We would ask people to avoid any speculation about potential motives to protect the integrity of the investigation.?


Assistant Commissioner Neil Basu spoke yesterday about ongoing work nationally to prevent terrorism, and included important information about how to report suspicious activity. Policing Patrols


In Lambeth and Southwark we are continuing to patrol local hotspot in high footfall areas and places which have seen violent crime in order to prevent further crimes, or identify people responsible. We have had some incidents in recent days which remain subject to ongoing investigations and we are increasing patrols in those areas to provide reassurance and speak to local residents.


One of the issues local residents are concerned about, particularly at this time of year, and with the additional factor of Covid and lockdown regulations, are unlicensed music events. These often involve individuals setting up large sound systems in open spaces, encouraging, and in some cases advertising for people to attend. In order to reduce local concern the earlier we find out about these, the better we are able to respond before they grow in size. In these cases we continue to follow the 4E approach and have used legislation to reduce anti-social behaviour to disperse groups and take action with those responsible.


We are also taking action in advance of these events to prevent them from occurring, keeping local residents informed, and by patrolling areas where these have previously occurred. Our aim is to save lives and protect the NHS, reduce the anti-social behaviour and noise associated with these, and in some cases prevent other more serious crime from occurring. Local communities can help by not supporting these unlicensed events and by reporting any information about these to the police via 101. In an emergency always call 999. Today is Windrush Day and I?d like to start today?s message by recognising the huge contributions that the Windrush generation, and those who followed them, have made to our local communities in Lambeth and Southwark, and to society here in London.

London?s diversity is what makes it so special and so successful and I want to celebrate that here in our local area. Dear all,


Since my last update across London we have seen a large number of unlicensed music events, block parties and gatherings, a few of which have turned violent. These are in breach of the COVID19 restrictions, are illegal and dangerous.


?


Our role is to keep our communities safe and we?ve had a heightened police presence out in areas where we know these events are taking place. This is in direct response to concerns expressed by our communities, many of whom were scared and shocked by the events taking place outside their homes.

In Lambeth we saw unacceptable violence towards officers on Wednesday night in Overton Road. We have also responded to unlicensed music events and large gatherings in Burgess Park, Streatham Common, and a number of other locations.


Those who committed criminal acts will be brought to justice. I?d again ask for your assistance in ensuring there is a strong message coming from all of our communities that attacking officers is not acceptable.

Officers are demonstrating professionalism, courage and dedication in disrupting what can be challenging events safely and with the protection of the public at the heart of their approach.


Whilst engagement and encouragement is very much our starting point we took the decision last night to deploy additional officers in enhanced personal protective equipment. This was as a precautionary measure for the safety of our officers after the unacceptable events in Brixton on Wednesday night and as a result of intelligence received yesterday.


?


A number of these events have attracted hundreds of people and virtually all were effectively dispersed by officers without incident. A small pocket of violence occurred when officers moved in to disperse a gathering which took place in W11. Objects, including glass bottles were thrown ? fortunately no officers suffered injuries, but it is still unacceptable that they were again faced with violence.

Your influence can make a real difference to the events planned this weekend and we?d ask you to proactively spread the message in advance of these events not to attend and that violence and causing harm is never acceptable.

A policing plan is in place to provide a swift response to these unlicensed events, and were are working closely with Lambeth and Southwark Councils.

We also continue to engage with key community partners as well as speaking to local residents to provide reassurance, listen to feedback, and respond to incidents and local concerns.



We thank you for the messages of support for the officers injured, and amplifying our key messages to inform the public and discourage these unlicensed events, that pose an additional health risk, from taking place.

Tonight you may have seen our own Chief Inspector Annmarie Cowley on Channel Four News and other channels having arranged a workshop between new recruits from Lambeth and Southwark and two local youth workers. (We are producing a short film of this which we will share in due course). This will develop and help inform how we approach bringing young people and local officers together to discuss stop and search and learn about local communities and policing. This follows recent inputs with units such as the Violent Crime Task Force working in our boroughs, from IAG members to provide information on the local policing and community context, and involve the local community in helping to keep Southwark and Lambeth safe.

North London misconduct investigation

I also wanted to let you know how horrified and repulsed I am by the allegations that officers took inappropriate photos at the scene of the murders of Bibaa Henry and Nicole Smallman, in Fryent Gardens, Wembley. Two officers from North East Command have been arrested and suspended and the MPS is providing support to the Independent Office of Police Conduct in progressing their investigation.

We normally see London come together to celebrate Pride in the streets and in venues across the capital, but Pride this year will mostly take place virtually as members of the LGBTQ+ community and their allies celebrate at online events in recognition of government advice. I hope you had a good weekend.


?


The lifting of some of the Government?s Coronavirus restrictions in relation to pubs, cafes and other venues saw many take advantage of the chance to socialise over the weekend. In Lambeth and Southwark we had a local plan in place with our licensing and neighbourhood, and MSC teams supported by officers from central resources. Visits were conducted to various premises and in there were no significant issues reported with general compliance. There were a number of calls from the public in relation to unlicensed music events which officers responded to, and where required obtained additional resources to disperse large gatherings which occurred without incident.


?


In general, across London, we are pleased and grateful that the majority of people behaved sensibly. A small number of premises took the responsible decision to close early, due to concerns about people not adhering to social distancing. There were two main areas where there were issues with volumes of people grouping together, Soho and Portobello Road, and a significant number of people ended up drinking on the streets.


?


Please pass on my thanks to everyone who helped use their influence to encourage everyone to safely and responsibly enjoy their additional freedoms this weekend.

Sadly we saw more disorder on Friday evening, at an unlicensed music event in Hammersmith and Fulham. Residents complained of noise and anti-social behaviour and when officers responded and attempted to engage the crowd, to get them to leave the location, the group became hostile. A number of items were thrown at police and as a result we had to bring in specially trained public order officers to disperse the group. These officers were met with further aggression and violence and eleven officers were injured, two suffering broken bones. The area was cleared of crowds by 01.15hrs and an investigation is now underway to trace those who committed offences.

Our officers are demonstrating professionalism, courage and dedication when dealing with these events. They do so with the protection of the public at the heart of their approach and it is utterly unacceptable that they be subject to assaults when doing so. We will pursue offenders vigorously to bring them to justice.??


?


This week in Southwark and Lambeth we continue to focus as well on our local crime priorities of violent crime, robbery, knife crime and burglary. As more people are on the streets and out and about we have seen crime begin to increase. Wednesday saw the tragic murder of 18 year old Donnell Rhule in Dulwich, our thoughts remain with his family, friends and local community. The investigation continues and local officers are providing a reassuring presence in the area, speaking to residents. Weekend Policing in Lambeth and Southwark

This weekend we will have police officers and MSC officers on duty to prevent crime and be a visible policing presence across both Lambeth and Southwark. The lockdown easing measures mean more people out and about in shops, bars, restaurants and cafes. Whilst welcome news, we ask everyone to respect and comply with the social distancing and regulations that continue to keep us safe. Our licensing officers are working with Southwark and Lambeth Councils and will also be out about over the weekend.

As you?ll know, across recent weeks we have seen a significant number of unlicensed music events (UME) taking place in both borough?s. We realise that these events can be incredibly intimidating for local communities and I want to reassure the public we will have significant resource on hand to respond appropriately should they occur again. If you our your communities see a UME taking place, you can report to police by calling 101 ? or 999 in an emergency ? online, or by tweeting @MetCC.

A number of protests are planned in London over the course of this weekend and officers will be out on the streets to ensure people?s safety.

Update on Maida Vale W9


?


Earlier this week I wrote to you about a vehicle stop carried out by some of our officers in Maida Vale, W9. I?d like to clarify some misunderstandings and misreporting of comments made by the Commissioner at Wednesday?s Home Affairs Select Committee in relation to this. The Commissioner said she was sorry for the distress the incident has clearly caused Miss Williams (one of the occupants of the vehicle). She also explained that a senior officer had also spoken to Miss Williams in person earlier in the week and offered a similar apology. These were not apologies for the actions of the officers concerned. The incident has been reviewed internally and no misconduct was identified.


However due to the fact that the Met?s @MetCC Twitter account was tagged in a social media post about the incident and this action was considered to have amounted to a public complaint, the matter has now been referred to the IOPC.

Probationary officer charged in North London


?


Yesterday a probationary Metropolitan Police officer, serving in the North Area Basic Command Unit (BCU) was charged with being a member of a proscribed organisation, possession of indecent images and fraud offences. Clearly these are extremely serious charges and I appreciate how deeply concerning it may be for the public that they are against a serving police officer.


The Met, and indeed the public, will not accept this kind of behaviour and we will not hesitate to take robust action when such matters arise. Any officer suspected of displaying extremist behaviours or associations should expect to be fully investigated. However, following the charges, I am also aware how vital it is that the prosecution runs its course. We must keep in mind the importance of not undermining or prejudicing the case and judicial process.


Whilst we now await the outcome of this particular case through the courts, I hope this provides some assurance to the public regarding our commitment to investigate allegations against our officers.?
