My suggestion would be to only use the pavement for one direction of travel. For various safety reasons, the most appropriate would be to travel in the opposite direction to the on-coming traffic in the nearside lane. Having a designated direction will eliminate encounters and the need to continually create a "social distance" with on-coming pedestrians. Clean sheet of paper, based on what we know now, based on how people are behaving now, what would the rules be / how would they vary from what's currently allowed or required ?Same thing with pavements and other non-park spaces, what would we set as the rules - which is I guess what you're proposing.
