Hi we received the following email from Councillor Livingstone on Friday.

Dear Ms xxxxxx

Further to my previous email, I am writing to update you regarding the East Dulwich controlled parking zone..

In light of the current COVID-19 government advice, we have temporarily suspended the introduction of the East Dulwich CPZ until the current working restrictions are lessened. As I am sure you can appreciate, it is not possible to provide accurate timescales on when works will recommence but we will look to update all interested parties through the relevant page on the council website as soon as possible, which can be found at the following weblink:

Best wishes

Councillor Richard Livingstone

Labour councillor for Old Kent Road ward

Cabinet Member for Environment, Transport and the Climate Emergency

Meg64 I?ve just checked the Council website and they say warning notices will be issued for four weeks in the Peckham West CPZ. That indicates the current plan is to issue penalties after the four week period expires. That would leave people time at the end of the current restrictions to move their cars. This is still not going to be enough time for you so I suggest you email them on [email protected] and advise that you have been advised to shield for medical reasons and ask what their arrangements are.

Things change with the Coronavirus and I?m sure the Council are watching that so the warning notice period may change if the general lockdown is extended but if you email there may be arrangements that can be made but aren?t being made commonly known at this time.

Hopefully the reply will give you one less thing to be concerned about.

Stay Safe

This is clearly bonkers. 4 weeks waring period is little use if you have to self isolate for 12 weeks to minimise risk to yourself or other household members lives.

This will be raised today with the council Chief Executive and Council Leader by Councillor Anood Al-Samerai (Lib dem cllr group leader). This policy raises generic issues across the borough.

Shocking they are still hitting residents with ?125 bills at this time, when we're all struggling for money. Think they could delay this wouldnt you. I'm in Peckham West zone and really not sure how i will afford to pay for the permit now.

The mentioned Council website has now disappeared...:

"Page Not Found

Sorry, the page you?re looking for doesn?t exist."

Please check for a typo in the url or go to the Southwark council home page."

Does it mean they will be issuing fines as it is not in writing within their website?

  • 2 weeks later...

I wonder if this was raised 18th days ago???

Hi Meg64,

Finally a response today:

Date: 19 April 2020 at 14:41:43 BST

To:

Subject: West Peckham CPZ

Thank you for your recent email concerning the commencement of enforcement in the new West Peckham Controlled Parking Zone.

I note your comments however at present we are not enforcing any permit or pay and display bays throughout the borough whilst the Government lockdown is in place.

We will notify via our parking websites when enforcement resumes/commences and up until that point those residents of the new CPZ will not be obliged to require a permit to park in these bays.

If you would like to discuss this matter further please do not hesitate to contact me by email.

Yours sincerely

Mark Sprackling

Doesn't consider what will happen if the lockdown is lifted for most but not all residents. But let's cross that bridge then i guess. Hope it reassures you.

Many thanks for sharing James, finally a clear answer from the Council.

Nevertheless, their website still says: "Peckham West (PW), the new CPZ in Peckham that started on 30 March 2020 will have an extended period of warning notices. Warning notices will be issued to vehicles parking on double yellow lines for two weeks from Monday 30 March, and vehicles parked in permit bays without a permit will be issued warning notices for a period of four weeks.

Residents are asked to ensure that they have a valid permit for their vehicle from the live date to ensure they do not receive a fine."

We suck it up and take it on the chin. There are more important things to worry about....

or as someone says, we could either receive a refund for the service we are not receiving (in this case no enforcement) or we could have the permit extended.

I would suggest, that when lockdown is finally over everyone who was forced into buying either monthly, 6-monthly or Annual parking permits or daily permits, under the threat of fines being issued, email or write to Southwark council, not asking for, but demanding that permits be automatically extended by the length of lockdown and those that bought daily permits to be refunded in full.

We were still being told in April that fines would be issued a short time after 30th March then they said they would give us 4 weeks but most people had already bought their permits by then

We fired off so many messages to Southwark and got the same heartless responses every time. Buy a permit or be fined.

Please don't get me wrong. I am already in a Parking Zone and have bought a Permit for many years so it doesn't affect me directly but I can see the hard-heartedness of the Council in not opening up all Zones from the start of lockdown.

I have family and friends who have been laid off or furloughed who have struggled to find the money to pay for the permits when there are so many demands on their shrinking funds.

Let's all stand up and show Southwark Council what we think of them and their actions or lack of them during this crisis.
