Window lock needs repair - who to call?

One of the window on the first floor doesn't shut anymore. The handle turns but the mechanism doesn't shift, therefore it doesn't close. I am a bit worried, being the kids bedroom and need someone to repair it urgently. I have tried contacting local locksmiths and window companies, with little success. has anyone had the same problem or knows who to call?
