Parking issue

If anyone can help new double yellow lines painted I moved my van and the crew said I can park back as you get a weeks grace from the date there painted and pointed to a sign on a lamppost as you can guess I received a ticket same day I appealed heard nothing since and just had to pay ?550 to stop the council removing my van does anybody know the law on new lines I have pictures of the dated signs thanks
