leave the window alone and put in some "secondary glazing" For sound proofing, you need as big an air gap as you can muster (in this image they should have used the whole windowsill) if you try your own DIY screen (with perspex & wood) you must seal it as far away from the window as you can and add baffles round the perimeter inside (eg. egg cartons) (or other sound proofing materials are availble online). The air gap is your baffle (buffer). Cheaper than replacing the window.
