Park 'opening' times

What time do Dulwich and Peckham parks open in the morning? Website states 7:30 but I often see people in the park before then, running or walking the dog etc.

At the moment Dulwich is normally open by 7am.

Peckham rye is at sunrise so varies from day to day.
