Green Roof maintenance needed

A family of blackbirds are systematically digging up our green roof and making a real mess. We need someone to sort it out, replant where necessary and then sort out some bird protection! Any recommendations?

He had to seriously compromise including some element of the private sector, GP practices, pharmacies being independent businesses, and consultants keeping on private work The days that a working class person from the valleys can be on the Cabinet are all but gone. But even then he was an outlier
