Help with drain cover

I have a drain cover in my front garden & when I walked over it this evening to get to the wheelie bin I found it was loose & rocking? which is very odd as it's always been welded down securely before, you'd have a job budging it & I'm wondering if it's been tampered with - if someone's been in my garden & lifted it for some strange reason & not locked it back? Not sure what I should do or who to contact? Any ideas or help would be greatly appreciated. Thanks

With the weird weather this year, especially the very hot dry summer, could it have been loosened by the ground around it moving?

What material is it surrounded by? If concrete, are there any cracks in the concrete?
