Baby Observation

I am a masters student studying at the Tavistock in London. I am very interested in child development. As part of the course I am required to study how a baby develops from birth to two years.   On another thread it says that the next meeting is in the evening. But I'm any case, there must be other ways to ask the question rather than direct to the police, eg via councillors, MP or mayor's office.
