Parking ticket was not put on my screen, could I appeal and not have to pay?

I was parked in a disabled bay for a couple of minutes on Spurling Road. The ticket guy was in the process of writing a ticket, but had already taken a photo of my car in the bay.

I drove off before he could put the ticket on my car, so has no photo of the ticket on the car.

I thought if they do not get to put the ticket on the car then you dont have to pay?

I am going to appeal it but is there much point in bothering? If so any advice on what I can say?

Don't you feel ashamed that you have admitted to acting completely selfishly having parked in a bay intended for disabled users?

It used to be the case that they had to attach the ticket to the car, but they changed the rules in 2008. You'll be getting your ticket in the post.
