Wheeling uphill is very tiring. Clearly he has some use of his legs and finds it easier and (probably) invaluable exercise to use the chair as a walking frame when manoeuvring uphill: then into the chair to rest the old legs when back on the flat... I've seen a dwarf riding a pony on the Isle of Sheepey and then on the same road a woman in an electric wheel chair with a parrot on her shoulder.Water of a ducks back to you no doubt SimonM.
