Fixing 'painted shut windows '

Some of my windows are painted shut.

Would anyone know someone who will be able to open these windows without breaking them.

Go round the edge of the window on the outside with a Stanley knife and cut the paint bridging the window and the frame. Next get a piece of wood, equal in length to the height to the window, and place it on the side away from the hinges. Hit the piece of wood, in the centre, with a 2 pound hammer. should work.
