'Anonymous' building on Upland/CP Road?

I keep wondering what the deliberately anonymous building on the corner of Upland and Crystal Palace Roads is. It is a Victorian place with mirrored windows and a car park with CCTV at the back. Looks council or maybe a drug-related place. It is more or less opposite the garden centre.
