That is the issue. Anyone out there who has got a ticket and who has paid it? Having people patrolling is one thing but collecting money is something else entirely. If they made all the spaces the same size then this problem wouldn't exist. What should people who might be disabled, say with a broken leg, ankle etc. and who doesn't have a blue badge do? That's wrong because there is a valid contract, and a valid contract is by definition legally enforceable. In practice, it may be difficult or undesirable to seek to enforce but that doesn't mean that it can't be enforced.
