And can't/don't shut the lids enabling foxes to go into the rubbish and take out food and dirty nappies and spread it around.

Lots of the stuff in the bin is stuff that should be in the recycling bin too. Cardboard, plastic etc.

I've dealt with the fallout and so have the poor bin men.

Fines are required I think.
