A 'framework'?!? D'ya think the councils will follow a 'framework'?!?!? Not a chance! Just like the banks didn't follow their so-called guidance, the councils will try and raise revenue using any methods that they can (particularly in times of falling taxes like this!). What a joke this 'framework' is. Councils will just 'accidentally' ignore it!
