Had to google that reference as not old enough to get it. I don’t find any particular humour in people thinking they (and their dogs) are above the rules. But I also understand that plenty of people are also deeply afraid of calling out any antisocial behaviour.

You're being very magnanimous, and I was too, politely explaining it's a fenced off area for the squirrels and children. Instead of apologising and taking the dogs out, she told me she wouldn't move, and started insulting me. The story ended when I opened the gate and let her dogs out. They didn't even want to be in there anyway.

Almost the entire park to use for her dogs and this (German accent?) woman at 9am for Park Run point blank refused to remove them, stating she has poo bags. Very identifiable pink beanie, Alsatian and Spaniel. Told me I must be menopausal to care so much. Sitting right in front of the NO DOGS sign.
