This is going to be rather difficult to impose I fear- if we cannot get on top of mobile phone use and basic Highway code themes like horn use at night or near hospitals, I fail to see how this can be effective - even if well intentioned . I would not like to be the enforcement official who risks his life to impose a regulation like this. -

I think I will depart now. It is quote shocking how uninspired the responses are these days. Y'all need to get out more, drink too much, stay up all night, get in that car and drive without a satnav and see where you end up. Even the comfy womb of the echo chamber becomes a prison after a time, when all you have to read is a Jack Reacher novel. Good luck

Is it possible to view this forum without stumbling over posters who seem determined to take public offence at every single opportunity ? someone somewhere said something about someone doesn't mean you have to fill the thread full of pearl clutching theatrics. -
Like the OP I will bow out of this thread-the giveaway for me was the marshalling of Reinforcement:talented & proactive with the Charitable:Community initiative triggers in the title. When someone pats you on the back and asks if you want to do something for the community, you should really question the motivation. ISIS have achieved a great deal using the same approach.

I collared him a couple of years ago on my street about this and advised him that the dog eggs would be posted back through his letterbox if this continued.

It concerns me that claims of benefit to the wider community are being thrown about. This seems to be a baseless sop to make it more palatable to SE22 residents, though no doubt I will be corrected on this. I am sure that enthusiastic local businesses could get their own campaign and funding together for such an initiative if they were genuinely interested in the project. Then there would be no need to get into the quagmire of Council funding.
