Dangerous Building (fencing) - Health & Safety advice

To be clear, it was upright initially. It was only flat after it blew over! I agree it is weird though that the wind was sufficient to do that but it did - hence why we want to get it secured to prevent it happening in future. -
Hello, My wife had a very frightening experience this morning walking down Crystal Palace Rd to take our son to nursery. He stopped to look at a cement mixer (Bob the Builder fixated!) in a front garden and whilst he was standing there a very strong gust of wind lifted up a large section of metal grille fencing (6ft x 6ft)on the edge of the property high into the air - completely by chance it fell down sideways and landed across the pavement behind him but could just have easily hit him. My very shaken wife spoke to the builders (who saw it all from inside the house but then ducked down when seen) later on but they werent native English speakers and feigned ignorance of what she was trying to explain. Long intro, but what I want to know is who can we contact within the Council to try and ensure they secure the site properly? We were lucky this morning but when my wife walked back after nursery the fence had been put back (again very insecurely) into its concrete stand. We'd hate to have it happen again with worse consequences. She's contacted Building Regs people at council but they have made it clear it's not their responsibility re H&S on private properties. Any advice would be good. Thanks Dave

Similar problems. I rang DMC on 23rd Sep to try and get an appointment with a nurse for an ear syringing (having played the phone lottery game with them from 08:30). Eventually got through as 5th caller of the day to be told the earliest they'd see me would be 24th Oct (4 weeks). Crazy.

HKE, What time was this?
-
No - but I did hear someone running down Heber Road last night shouting "I'm running down Heber Road towards Crystal Palace..." which seemed odd at the time. Didn't see anyone though. Makes sense now.

Not a window cleaner, but my wife answered the door to a young (early 20s) skinny white guy this evening who said his company were offering free surveys of Victorian houses external walls (!). He said that 'your neighbours had suggested I call in the evening as they would be out at work all day - is that the same for you' and then handed over a flyer and asked for a home telephone number (no doubt to ring up to check if anyone at home). My wife said we didn't have a home phone, only a mobile, to which he said they couldn't take a mobile number unless we also gave him a home number and promptly took the flyer back and walked off. Very unsettling and feel well and truly cased - beware. Heber Road by the way. Anyone else experienced the same? I will be emailing the Safer Neighbourhood team to make them aware.

No - didn't seem to be, plenty of gunk everywhere!

Just got home from a weekend away to find a smattering of egg and a broken front window. Grrrr. Did anyone in the Heber area experience any tricks Fri / Sat night?!

Curmudgeon, To be clear (if you're happy to say) - did this happen on Heber Rd? Dave -
Quick update for everyone. I PM'ed Sgt Jackson on the ED SNT on Wed and asked if he was aware of this issue. He was, and they were planning on upping the SNT presence in the area. The mobile police station was parked in Grove Vale on Fri (and should be there again today). They have arrested the individual for breach of his existing ASBO and he is due in Crown Court next week. Sgt Jackson mentioned they received a number of witness statements from the public at the mobile Police Station on Fri. All in all I think it's an excellent example of what can be achieved when the community (and the Forum) work closely with the SNTs - let's just hope the justice system works and the problem is resolved (and by the sound of it the individual gets the help they need).
