If the Range Rover was a liveried Met vehicle, then it will have been the Special Escort Group (SEG) on a training run They whizz ahead and dominate the junctions with furious whistling and hand signals I think the idea is that the wheels of the principals vehicle do not stop rolling

Adding this post to say the guys from the old shop & Post Office have been serving the community long before Sainsburys Local appeared.
