I have seen some siginicant points raised to Southwark because the detailed scheme is different to the option '8A' that was approved by the DCC and Cllr Mark Williams. Jenny1 - this is very interesting. I too had made enquiries and had been advised that Councillors would scrutinise these documents before decisions and certainly funding were approved. The implication being that all was according to procedure. So what were our ward Councillors doing by approving this and ?10k of funding? Presumably it is now null and void and funding lost?

Bicknell - this does seem to be an open question and it is not easy to understand what has or has not been approved - let alone what is being built. Original consultation diagram (ending 12th Dec 2014) 1. Cycle waiting bay on Townley alongside cycle lane, for less confident cyclists to wait for pre-signal operation to allow cyclists to enter junction and turn before general traffic 2. Cycle waiting bay on Green Dale on approach to advanced cycle stop line and cycle pre-signal 3 East Dulwich Grove westbound approach to be changes to a single lane to allow for a cycle lane to be introduced with access to the advanced cycle stop line Reconsultation ending 13th March 2015 - RHT out of Townley retained 1. Cycle signal gate waiting area on Townley now fully segregated to be protect cyclists from other vehicles. Waiting bay area still present and blended with the main cycle lane - so still allows less confident cyclists to keep left of the more confident cyclists. Proposed signal cycle gate in this area which holds cyclists on a red signal to remove the risk of traffic conflicts. 2. Cycle waiting bay on Green Dale also merged with the main cycle lane but still present and all the features are now the same as 1 above, for Townley. 3 East Dulwich Grove westbound approach to be changed to a single lane to allow for a cycle lane to be introduced with access to the advanced cycle stop line. Same as the first consultation 4. On Townley and Green Dale - two new features in front of the Advanced Cycle lanes - described as 2-stage right turns for cyclists allowing nervous cyclists to be positioned in front of those cyclists in the waiting area. these turns are right at the junction - in both cases in front of the pedestrian crossings. (Copenhagen turns) 5. New semi-segregated cycle lane on Townley to allow cyclists to pass queuing traffic and access the cycle facilities at the end - ie the waiting areas. 6. New cycle lane extension to Calton Avenue introduced with shared pedestrian and cycle area removed and segregated cycle lane installed. So quite a set of changes but as we know driven by the TfL funding requirement to deliver cycling benefits. Option 8a - with all these features approved by the DCC in March 2015. The cycling safety features gave some reassurance to cyclists who have been able to use the pedestrian islands as a means of protection by positioning themselves in front of them when making a RHT. According to the FAQ accompanying the reconsultation, "8a offers the best benefits for cyclists and pedestrians including building out the footways, installing an advanced cycle early start, signalised cycle gates, two stage right hand turn facilities for cyclists whilst retaining all existing turning movements at the junction.... etc" According to the DCC March 13th Minutes http://moderngov.southwark.gov.uk/mgAi.aspx?ID=35978 Minutes: Matt Hill, public realm programme manager introduced the report and responded to questions from the audience. Members of the community council debated on the proposal and options. RESOLVED: That the following traffic proposals referred to as option 8a below be approved in order to improve safety and accessibility for pedestrians and cyclists at the junction of East Dulwich Grove /Townley Road and Green Dale: Proposals: - Removal of existing staggered pedestrian crossings with the implementation of shorter, single movement facilities. - Introduce a diagonal pedestrian crossing to link footways adjacent to both schools and cater for an existing pedestrian desire line. - All pedestrian facilities to operate at the same time to reduce waiting time for pedestrians and improve the efficiency of the junction. - Introduce a cycle pre-signal on Townley Road and Green Dale to allow cycles to enter the junction and undertake turning movements before general traffic. - A new signalised cycle gates on both Townley Road and Green Dale where cyclists are held on a red signal whilst general traffic movements operate. - This removes the risk of both left hook and right hook collisions. Cyclists will still be allowed to use the general traffic lane to traverse the junction from either Townley Road or Green Dale. - Semi-segregated cycle lane and advanced cycle waiting area on East Dulwich Grove (westbound) to allow cyclists to bypass waiting vehicles and gain priority at the junction. - Footway build outs to reduce crossing distances for pedestrians and to visually improve the streetscape. - A new two stage right turn facilities for cyclists to assist right turning movements into either Townley Road or Green Dale from East Dulwich Grove. - A new semi-segregated cycle lane is proposed on Townley Road to allow cyclists to safely pass queuing traffic and access the cycle facilities at the unction. - A new segregated cycle lane is proposed linking Calton Avenue with Townley Road to allow cyclists to bypass the Calton Avenue / Townley Road junction. - All existing turning movements at the junction are retained, including for coaches. There will be a slight loss of capacity over the existing layout but the junction will continue to operate within acceptable levels of saturation. The CURRENT build however has never been out for consultation because only the aspects of it that require statutory consultation (permanent TMOs) are given scrutiny. Cycle signal gate waiting area on Townley is now reduced, so the waiting bay area for less confident cyclists is removed. Cycle waiting bay on Green Dale - same removal of segregated area and signal gate as in 1 above for Townley. 3 East Dulwich Grove westbound approach to be changes to a single lane to allow for a cycle lane to be introduced with access to the advanced cycle stop line. Appears to be the same as the reconsultation document. 4. On Townley and Green Dale - the two new features in front of the Advanced Cycle lanes - described as 2-stage right turns (Copenhagen turns) for cyclists allowing nervous cyclists some alternative to shielding behind the current pedestrian islands, are not evident any more. They seem to have been removed. 5. New semi-segregated cycle lane on Townley to allow cyclists to pass queuing traffic and access the cycle facilities at the end - ie the waiting areas - this is still present but looks like the armadillos, which ensure separation from traffic, have vanished. Not clear what is happening. 6. New cycle lane extension to Calton Avenue introduced with shared pedestrian and cycle area removed and segregated cycle lane installed. Still there but how this blends with the main Townley traffic is not clear on this detailed plan (or at least to my eye over it).

Has anyone looked at the new plan yet? Page 16 as highlighted below. It seems that the turn left from Townley is extremely tight still. Also those experimental cycle bays on Townley have disappeared. Pointed out to me that there is a West Dulwich Forum and I can see no threads related to Cycling or Quietways there. I wonder if Rosendale Residents have been contacted by Lambeth or Sustrans re the community engagement program on the part of the Quietway routed that way. -
Works both side of Calton Ave? It shows only the side of Calton opposite the playing field.

Another set of consultations are set to hit us in a disorganised way. Quietways and Sustrans. Hannah Padgett, local to Dulwich Village, is leading the Sustrans Community Engagement team for Quietways on behalf of TfL. Sustrans are also the delivery partner for TfL although from what Hannah has said ? the engineering will be the responsibility of Southwark engineers/planners and not subcontracted to Sustrans Delivery. Madeline Gunn in the same Sustrans Community Engagement team is responsible for Lambeth where the Quietway on Turney Rd moves between Southwark and Lambeth (including the roundabout the Turney and Rosendale junction). Lambeth are slightly ahead of Southwark in their engagement process. There is an A4 flyer advertising on street pop ups, that is on limited email circulation ? attached here. It is the preliminary engagement for the Quietway in the area. The pop ups are largely questionnaire based, but with scope to get general comments on issues felt by people using the streets locally. So do make sure you pose your own questions if you have any. Sadly, in Southwark, we have had no direct formal communications from the Council to residents, prior to Sustrans initiating their Community Engagement campaign on behalf of TfL. This seems very premature and is likely to cause confusion. Lambeth and Southwark seem to be allowing Sustrans to start this engagement but as councils they haven?t written to their residents individually to tell them what the Quietway is all about, what the impacts for residents will be, what Sustrans are doing on their or TfL?s behalf and the status of this engagement. Is it part of a formal or informal consultation programme for example. Residents may be led to believe that they are working on improving local streets (which of course could be a side effect of a Quietway) without fully grasping the consequences of the Quietway. Sustrans? independence to conduct this community consultation, since they are also the appointed TfL Delivery partner, will be in question. I have avoided commenting but I do read this thread. I have lived in Dulwich for 16 years and it is only at the beginning of this year that I have noticed a change. I have to assume therefore that something has changed - I hear the aircraft most mornings; the flights seems to commence at about 4.30 or 5. Something about that time. I am happy to support investigation and options to vary the more heavily used paths. Seems logical to balance the load. But I claim no knowledge on how the paths are selected, allocated, monitored.... Yet.

Strange. Walked to the station at 8am this morning and overnight, cameras and road monitoring wires on Woodwarde (outside 113) and between the junction of Woodwarde and Gilkes, on Calton Ave. They were not there last night. Coming home tonight, the cameras have vanished but the road monitoring wires are still there outside 113 Woodwarde. What's being measured - perhaps traffic in advance of the Quietway consultation which is just about to start? If so - the results will not reflect the period when the schools are active. Anyone else spot them?

We are in the dark about what constitutes the 'Statutory' consultation for Townley. Hopefully our questions to Southwark will shine a light on the Southwark Statutory consultation policy and how they implement it. In the meantime: The works at Townley have been noted in two sequential editions of the Southwark Press - 18th and 25th June. See attached. There are no TMO identification nos indicated on these press notices. http://www.southwark.gov.uk/info/200083/roadworks_and_highway_improvements/1957/traffic_management_orders It is not clear from this link or the Southwark website just how you can trace Temporary works notices (eg road closures) vs permanent works (cycle lanes). I wonder what another London Council would advise as best practice if we explained the context for Townley and asked how they would approach consultations on it?

Seems to be a clear description here which is presumably common to London: http://www.richmond.gov.uk/traffic_management_order_process Extract: Permanent Orders Larger schemes proposed by the Council will have been subject to local consultation before the detailed design has been completed. In all cases where traffic management measures are proposed and where one or more permanent Traffic Management Orders are required, the Council is required to carry out a statutory procedure before the scheme may be introduced and enforced. The Council must publish a notice setting out its proposals, following which a period of 21 days is allowed for members of the public to make representations or lodge objections to such proposals. The Council is obliged to consider all such objections, although they may be dismissed if the principles which lie behind the objection have already been considered by the Council. The new restrictions (with or without modification as a result of the consideration of objections) must be introduced within two years of the proposals being published.

DCC 24th June Meeting re Townley. None of the Southwark planners involved in the Townley development showed up. Councillors rather bemused and no-one able to provide answers to: - Why work has already started on pavements at the junction (when South London Press indicated a start date of the 4th July and no local notifications made) - Whether Statutory Consultations have been conducted for both temporary works (road closures/changes during the works) and permanent works (new road conditions such as a cycle lane, removal of parking, introduction of yellow lines). The March DCC minutes and prior Southwark communications advise consistently that the initial Townley consultation was informal and that a formal Statutory Consultation would be necessary. - Is this a default in due and legal process? None of the Councillors seemed to know whether a formal statutory consultation and period of notice has taken place - usually 21-28 days needed. A few commented that they had not seen anything themselves and agreed that given the significant interest in this junction to date, the lack of communication from Southwark was extremely poor. Quite a few questions/comments, not only on the formal process, but once again the failure by Southwark to communicate openly and appropriately to those affected. An open question. Can the works go ahead without these formalities? And who will answer this question for us? Nothing obvious on the Southwark website or the London Gazette. Also a quick look on Elgin (roadworks.org - open govt data) shows only the current pavements works.

After some repeated requests for clarification, Southwark have released the following text this afternoon. There is an accompanying map which I will need to resize before I can post. Hopefully this documentation will go up on the Southwark website. What is not clear yet is why Southwark have not issued the formal Statutory Consultation (yellow notices) at the junction which allow 21 days for the community and statutory consultees to input prior to conclusion of plans. The main construction works will commence on site Saturday the 4th of July and extend through to Monday the 31st August. This construction period coincides with the summer holiday duration of both Alleyn?s and JAGS, when pedestrian demand at the junction will be minimal and traffic volumes, including coaches, reduced in accordance with both schools being closed. As a result, disruption to traffic volumes and inconvenience to road users will be minimised. This will simplify the operation of the junction and reduce delay to traffic on East Dulwich Grove. This section of Townley Road will be used for storage of materials, contractor welfare units and construction machinery, keeping East Dulwich Grove and Green Dale free from obstruction. Attached is a plan illustrating the proposed vehicle diversion routes that will be implemented for the duration of the works. All diversion routes will be clearly signed at key locations and will be regularly reviewed as part of ongoing traffic management operations. Hillsboro Road will also be closed for one week from the 13th July to complete the raised carriageway table at the junction with East Dulwich Grove. The works at the junction over the weekend of the 4th July will involve altering the existing signal equipment to reflect the removal of the staggered pedestrian islands and closure of Townley Road (which as detailed above will simplify the operation of the junction during the construction phase). Signalised pedestrian crossings will be retained on the eastern arm of East Dulwich Grove and across Green Dale to provide opportunity for pedestrians to safety cross east to west and north to south at the junction during the construction period (please note that pedestrians will still be able to traverse across Townley Road, as no traffic will be using this section of the carriageway). Priority will be given to installing new ducting, kerblines and footway buildouts adjacent to the junction in order for TfL to install the new signal equipment the third week of August, so that it can be operational in time for the return of both schools on the 1st of September. Footway works will be coordinated so that pedestrian movements can still be accommodated throughout the duration of the scheme, with temporary pedestrian walkways will be implemented where appropriate. If required, officers from the Council and representatives from Conway Aceom (who will be implementing the works on site) would be happy to meet with local residents and stakeholders to discuss the implementation and phasing of the works in more detail. I would be interested to see the different stats for Melbourne in school holiday time. In the village, it is very noticeable during the half term period (one for state schools, two for private schools) that in the week where the private schools are on holiday and the state schools are open, then the roads are fine. Car traffic reduction is very significant and the school coaches are not on the roads. Public transport seems to serve the state schools adequately. Is it the same for Melbourne?

I was wondering that too. The extract below is from an email exchange with the Southwark Planning officer during the first round of consultation but it explains the Statutory element. I can't spot anything on the Southwark website that relates to the formal statutory consultation for Townley which I had understood (from below) to be required. _____________________________ Public consultation is generally for three weeks (21 days) although this is flexible and at our discretion. In August and December in particular we aim to give longer. Following completion of the consultation, the results are aggregated and then reported to ward members, followed by a formal report for consultation (in the case of strategic schemes) or for determination (for non-strategic schemes) to the relevant Community Council. For strategic schemes, determination sits with the Cabinet Member. The consultation report follows a standard template with some variation as necessary. This will report results from the ?public? consultation as well as any feedback from ?stakeholders? along with officer responses to particular issues raised. The entire public consultation is in addition to a ** formal statutory consultation ** that we must undertake where Traffic Management Orders or notices are required by law. We usually run these sequentially although in some cases, due to programme pressures, we can and do run a statutory and public consultation simultaneously. Therefore in the specific case of Townley Road/East Dulwich Grove, there is a further, separate statutory consultation phase to come. By way of background, the Council has a duty to consult prior to making Traffic Management Orders. (a)publish at least once a notice (in these Regulations called a ?notice of proposals?) containing the particulars specified in Parts I and II of Schedule 1 in a newspaper circulating in the area in which any road or other place to which the order relates is situated; (b)in the case of an order under section 6 of the 1984 Act, publish a similar notice in the London Gazette; ©take such other steps as it may consider appropriate for ensuring that adequate publicity about the order is given to persons likely to be affected by its provisions and, without prejudice to the generality of this sub-paragraph, such other steps may include? (i)in the case of an order to which sub-paragraph (b) does not apply, publication of a notice in the London Gazette; (ii)the display of notices in roads or other places affected by the order; or (iii)the delivery of notices or letters to premises, or premises occupied by persons, appearing to the authority to be likely to be affected by any provision in the order. All of the above will be undertaken as part of the formal statutory consultation that will follow in due course.

James are you aware of the starting date for the proposed work at the Townley Road/ ED Grove junction? I understood that it had to commence in July. Worth mentioning dates at the DCC meeting on Weds, if they are known. Thanks
