  7. Yes, if it's affecting your right to a peaceful environment. Call Southwark's environmental services team / noise team and record the times and dates its taking place. I managed to get Curry's in Brixton to stop doing 5 am deliveries as the 'this vehicle is reversing' alarm would wake me up every time. Lambeth got them to stop deliveries in anti social hours.

Department of Transport figures from 2018 report that 85% of the people aged 18+ who cycled also held a driving licence.
