As far as this forum's web hosting is concerned, it now appears to be running through Cloudflare. Cloudflare is the biggest 'content delivery system' in the world. The service has recently extended its IP blocking to include most VPNs, all TOR exit nodes and many other IP ranges. It might be the cause of the OP's problems. It might also be the cause of the EDF/Hotmail issue. Or not.
