Central South Briefing note Section 35 Anti-social Behaviour, Crime and Policing Act powers ? On Thursday 1st October 2020, at approximately 22:15 hours, police officers responded to numerous calls from members of the public that a large group of males were blocking Old Kent Road, fighting, shouting, playing loud music and filming a drill video. Some of those present were believed to have affiliations to local gangs. ? In response to this incident and in order to quell further acts likely to cause harassment, alarm or distress to members of the public, dispersal powers under section 35 Anti-social Behaviour, Crime and Policing Act have been authorised by Inspector Wilson, from 2256 hours on 1st October until 2255hrs hours on 3rd October. Central South Briefing note Stabbing and section 35 Anti-social Behaviour, Crime and Policing Act powers On Tuesday 29thth September 2020, at approximately 15.20 hours, police officers on patrol in London Road, SE1, encountered a male youth who had been stabbed. An ambulance was requested and he was conveyed to hospital. His injuries have since been confirmed as non-life threatening nor life changing. Two males have been arrested in connection with this incident and officers from Central South CID are investigating. A crime scene was in place in this area but has now been closed. In response to this incident and in order to quell further acts of violence, dispersal powers under section 35 Anti-social Behaviour, Crime and Policing Act have been authorised by Inspector Hume, from 1800 hours on 29th September until 1759 hours on 1st October. The area covered by this dispersal is shown on the attached map. Central South Briefing note shooting On 23th September 2020 at 1524hrs police were called to a shooting in Alexis Street, SE16. Police attended accompanied by the London Ambulance Service. A male was found at the location with gunshot injuries and taken to a London hospital for treatment. His condition is not being treated as life threatening. A crime scene is still in place with enquires ongoing. No arrests have been made. Anyone who witnessed this incident but has not yet spoken with police is asked to call 101 quoting CAD 4658/23SEP20. Central South Briefing note GBH On Wednesday 17th ?September 2020, at approximately 2046 hour?s police attended The Cut outside Sainsbury?s SE1. A 42 year old male had been involved in a fight originally his injuries were not believed to be serious. He was taken to KCH where it was discovered he had a severe bleed on the brain. He was operated on and remains in a critical condition At this time no persons have been arrested in relation to this matter. A crime scene is currently in place. Central South Briefing note ? GBH ? Blackfriars road, se1 ? CAD 5471/12sep At 22:53 hours police and LAS responded to reports of a male having been stabbed at the above location. Upon their arrival they located a 42 year old male with a single stab wound under his armpit. He was taken to hospital where his injuries are still being assessed. ? GBH ? skatepark southbank, se1 ? CAD 8546/12sep At approximately 23:00 hours police received a number of calls reporting a large fight at the location and that persons had been seen with knives. Upon their attendance they located a male in his 20?s with a stab wound under his arm. He was taken to hospital where his injuries are currently assessed as being life threatening. A further 20 year old male had taken himself to hospital from the location with a stab wound to the neck. His injuries are declared not life threatening. CID officers are progressing the investigation and at no persons have as yet been arrested in relation to this incident. ? Section 35 dispersal - southbank Please be advised that at 23:59 hours Inspector Lamb authorised a dispersal area covering the Southbank (map below) this was in direct response to the violence that had occurred above. ? The incidents above are under constant review and extra resources will be deployed to the area if required. Sunday, September 5th AS ? Central South Briefing note ? Double stabbing ? On Saturday, September 5th 2020, at 0540 police were called to a report of a stabbing on a bus in St Mary?s Road, SE15. ? Officers and paramedics attended where they found a 79-year-old man with a stab wound below his ear. ? We received another call minutes later reporting a second stabbing in nearby Frobisher Place where a 27-year-old male had been stabbed in the chest. We are treating the two incidents as linked. ? Officers then detained a suspect in Lausanne Road. He has been arrested on two counts of causing grievous bodily harm. ? Both victims are currently being treated in hospital. Their condition is described as stable but serious. There has been no indication from medical staff if their conditions are life-threatening or life-changing at this stage. ? Crime scenes remain in place this morning. Officers have also closed St Mary?s Road with the junctions with Evelina Road, Dundas Road and Belfort Road. AS ? Central South Briefing note 05/09/2020 ? Dear all, ? Thousands of additional officers were deployed across London over the Bank Holiday weekend in order to keep communities safe. Local officers were out engaging with the public as they have been over the summer period. Communities were reminded of the regulations put in place to keep them, their friends and families safe during the Coronavirus pandemic. ? In addition to local officers, experienced public order officers were deployed to provide additional support should it have been required in response to any spontaneous incidents including protests and unlicensed music events. ? AS ? Central South Briefing note Friday 28th August 2020? ? Dear all, This is a very focused message ahead of the August bank holiday weekend to share with you Met-wide policing plans, and some of our local activity in Southwark and Lambeth. We anticipate a number of different events taking place across the weekend, in different parts of London, and have appropriate resources in place to deal with this. Traditionally this would be carnival weekend, however, the Notting Hill Carnival Trust made a decision, due to the COVID-19 pandemic, to celebrate the event in a digital first, and host videos and playlists all online at https://nhcarnival.org/ Whilst there is no organised event in Notting Hill, we anticipate that people will still want to attend the traditional carnival location. We also expect a number of unlicensed music events (UMEs) or gatherings to take place, and a number of demonstrations and marches. The pan London policing operation will begin from Friday, 28 August through to Tuesday, 1 September with an experienced command team under Commander Jane Connors, the Gold Strategic Commander, with T/Commander Ade Adelekan as Silver Tactical Commander. The policing operation will divide London into five sectors, with sector one being the traditional carnival location. An experienced public order commander will be designated to each area to support the work of the local boroughs who will engage with the local community. Locally we continue to work very closely with Lambeth and Southwark Councils with our ongoing plans and activities to engage with residents and visitors, provide visible policing and reassurance, patrolling in areas where crime and anti-social behaviour occur, and where necessary take action to deal. Our officers will also be patrolling alongside licensing and other staff from both councils. Throughout the pandemic, the Met?s policing approach has been the 4 E?s ? engage, explain, encourage and as a last resort, enforce. This approach will continue across the weekend and we will do everything possible to engage, explain and encourage the public not to participate in protests or other public gatherings. This week, officers have been travelling in the MPS Engagement Bus across London, (made a stop in Windrush Square ) working in conjunction with local authorities, other blue light services to meet with communities, reminding them of the Government health restrictions, and explaining our policing style and operation. Locally our Safer Neighbourhood Teams have taken part in local community events in Lambeth and Southwark, and this continues over the weekend. ? We will also be looking to invite the Engagement Bus back to make more appearances across Southwark and Lambeth. Central South Briefing note 14/08/2020 Dear All, On Tuesday 11th August 2020 at around 8.45pm officers responded to reports of a disturbance in Southwark Park Road. Whilst managing the conclusion of this disturbance an officer noticed two males acting suspiciously nearby and began to walk towards them. As the officer approached they ran off and separated. The officer then proceeded to chase one of the males on foot for some time in attempt to make him stop and noticed that throughout he was fiddling with a black shoulder bag he was carrying. The chase continued into the Lucey Way estate during which time the officer chasing the male heard a thud and noted that the bag was no longer on his shoulder. The male was also attempting to remove clothing so as to change his appearance. With the support from other officers both male were eventually detained on the estate and local residents assisted officers in locating the bag that had been discarded. A large knife and a firearm containing ammunition were discovered in and near to the bag that had been dropped. Both males were arrested on suspicion of possession of a firearm and possession of an offensive weapon. Officers from Trident assumed responsibility for the secondary investigation and following extensive enquiries and with supporting statements from local residents they managed to secure sufficient evidence to ensure one of the males has been charged with possession of a firearm. Two arrests have been made and the suspects remain in custody at Brixton Police Station. This allegation is being dealt with by a Central London Unit as part of a wider investigation. ? Central South Briefing note Section 35 Authority Please be advised that a section 35 dispersal notice was issued for the Burgess Park area by Inspector Lamb commencing at 18:26 1st August until 07:00 3rd August after a large group of persons were at the location and there were some disturbances. ? Section 60 Authority CAD 7443/01AUG20 A Section 60 police power has been authorised by Inspector Lamb covering the Burgess Park area in the following boundaries Camberwell Road, Westmoreland Road, Westmoreland Walk, Kinglake Street, Old Kent Road, Trafalgar Avenue, Sumner Road, Daniel Gardens, Burcher Gale Grove, Lynbrook Grove, Newent Close, Coleman Road, Wells Way, Parkhouse Street, Southampton Way, Dobson Walk, Edmund Street, Notley Street, Caspian Street, Bowyer Place from 19:15 hours 1st August until 07:00 hours 2nd August. This followed a large disturbance in Burgess Park involving approx. 100 people; one person was seen with a knife and upon police arrival two males were arrested for Affray and possession of offensive weapons. ? Saturday 25th July 2020 AS ? Central South Briefing note Male on Roof Wynne road - CAD 9645/24JUL20 At approx. 23:45 hours officers attempted to stop a vehicle and the driver made off on foot. After a short chase he climbed onto the roof of Bedwell House in an attempt to evade officers. A number of officers attended the location and with the assistance of NPAS and negotiators the male came down off the roof at 02:50 hours and was arrested for a number of offences. ? GBH ? Old Kent Road ? CAD 9663/24JUL20 At 23.39 hours a report was received of a male having been stabbed in both arms and having lost a lot of blood. Officers attend the location along with LAS and the male was located and taken to hospital where his injuries were not deemed life threatening. Enquiries are still ongoing. ? GBH ? Whitworth House, SE1 ? CAD 295/25JUL20 At 00:31 hours LAS reported that a male had been stabbed at the above location. Upon arrival officers found the victim who had been stabbed in the arm and leg by unknown assailants. He was taken to hospital where his injuries were deemed not life threatening. Enquiries are still ongoing. ? GBH ? ivydale road, se15 ? CAD 331/25JUL20 At 00:36 hours LAS reported that a female had been stabbed at Ivydale Road; police attended and she was taken to hospital where her injuries were deemed not life threatening. A suspect is in custody for this matter. ? The incidents above are under constant review and extra resources will be deployed to the area if required. AS ? Central South Briefing note Serious Assault At 18:09 hours police were called to a report of a disturbance at Harlescott road, SE15 involving males with knives. A further report stated a male had been stabbed at the location. Officers attended along with London Ambulance Service; the male was treated and taken to hospital with injuries. Two males were detained at the scene and arrested and a number of weapons recovered. Due to the disorder a Section 60 Search Power and Section 35 dispersal was authorised by Inspector Greenslade from 18:40 hours until 07:00 hours 24th July.
