Hi Jimbo, For your information, if you wish to report littering offences on Southwark's streets in the future, it would go to Southwark Council's Enforcement Team (020 7525 2000 - 24hr). However, bare in mind that for successful action to be taken, you may be required to make a formal witness statement as evidence, and may be required to testify should the matter go to trial....yes, littering is a criminal offence (Section 87, the Environmental Protection Act 1990).
