Anyone else seen a man (40ish) going through wheelie bins (green and blue) in East Dulwich Road? He's got one of those shopping bags on wheels - pink flowery pattern on it. Found him rummaging through my neighbours' bins this morning...he left as soon as he saw me/before I could say anything. Seems very odd. Should I report it?
